Although much of Mililani sits on the gently sloped Leilehua plateau, Sec. 18A-1.6 still requires erosion and sediment control plans for permitted land-disturbing activities. Plans identify BMPs such as silt fence, stabilized construction entrances, inlet protection, and timely revegetation. Large-scale additions, new ADU construction, and pool installations commonly trigger these requirements. Because runoff from Mililani ultimately reaches Waikele Stream and Pearl Harbor, sediment-laden discharges are a meaningful water-quality concern. DPP inspects active sites and can issue stop-work orders if BMPs fail, especially during the winter rainy season.
