Summary
Every site development permit in unincorporated Pierce County carries a Reclamation Guarantee under PCC 17A.20.020 that keeps erosion control measures running through construction and locks in permanent stabilization once work wraps up. The guarantee runs $1,500 per acre disturbed, $1,500 minimum, and pays for County cleanup if a builder walks away mid-project. Silt fencing and a stabilized construction entrance must go in before grading starts.
A. The purpose of this guarantee is to ensure that adequate erosion control measures are employed during the course of construction and that permanent stabilization is achieved at the conclusion of significant activity. The guarantee may be utilized to reduce drainage impacts and permanently stabilize the site in the event that the County determines a site has been abandoned after construction begins. Pierce County will consider a site to be abandoned based on a lack of response by the principal to correct noted deficiencies or non-completion of improvements prior to permit expiration. Permanent stabilization includes reclamation of the site if a project is abandoned after construction begins. B. The guarantee shall be for $1,500 per acre to be disturbed, $1,500 minimum.

Full Breakdown
020 requires every project holding a Pierce County site development permit to post a Reclamation Guarantee before the permit is approved, specifically to ensure that adequate erosion control measures are employed during the course of construction and that permanent stabilization is achieved once significant activity ends. The guarantee is set at $1,500 per acre to be disturbed, with a $1,500 minimum, and it exists so the County can step in and stabilize a site itself if a builder abandons the project, which the code defines as a failure to respond to noted deficiencies or to finish improvements before the permit expires.
The County Inspector recommends release of the guarantee only when little potential for erosion, sedimentation, or stormwater impacts remains on the site, and that release comes after the conclusion of significant construction activity. If the County identifies a deficiency in erosion control, site stabilization, or signs of abandonment, it sends the principal written notice, and the principal has 10 calendar days to respond before the County starts collection proceedings on the guarantee. B bars construction from starting until initial Construction Stormwater Pollution Prevention Plan measures, including a stabilized construction entrance, silt fence, and construction limit fencing, are installed.
a must still work through the Stormwater Management and Site Development Manual's 13 elements of pollution prevention for the site. 090 will not issue until the site soils have reached permanent stabilization.
Violations & Fines
Miss the erosion control deficiency deadline and the County moves straight to collection proceedings on the Reclamation Guarantee, no second notice required: PCC 17A.20.020.D gives a principal 10 calendar days to respond once the County flags a problem. Start grading before the silt fence, construction entrance, and limit fencing required by PCC 17A.10.080.B are installed and the site development permit itself is not properly in force.
