Plans must specify silt fencing, inlet protection, stabilized construction access, and revegetation. Inspectors verify compliance during construction, and persistent sediment discharges can trigger stop-work orders. Combined with Article 11 stormwater rules, the chapter protects the Pearl Harbor estuary from construction-related turbidity.
