B.Specific Standards. In ALL Areas of Special Flood Hazard the following provisions are required:(1)New residential construction and/or substantial improvements to residential structures. Should solid foundation perimeter walls be used to elevate a structure, openings sufficient to facilitate equalization of flood hydrostatic forces on both sides of exterior walls shall be provided in accordance with standards of Article 4, Section A (4), "Elevated Buildings".(a)All heating and air conditioning equipment and components (including ductwork), all electrical, ventilation, plumbing, and other service facilities shall be elevated at or above the base flood elevation.

Violations & Fines
Failing to comply with the floodplain ordinance, including any condition attached to a variance, is a violation under UDO § 8.5.2.H. Anyone convicted faces a fine of not more than $1,000.00 plus all costs and expenses of the case, and each day the violation continues counts as a separate offense. The Columbus Consolidated Government may also pursue any other lawful remedy to prevent or correct the violation.
