Fort Myers's floodplain chapter, adopted for National Flood Insurance Program compliance, allows an accessory structure used only for parking or storage to sit below the elevation the Florida Building Code otherwise requires for habitable buildings, but Sec. 110-83 sets local safeguards: the structure must be built of flood damage-resistant materials below the base flood elevation plus one foot, and its mechanical, plumbing and electrical systems must be elevated to or above that same one-foot freeboard line. The primary dwelling's required elevation itself comes from the state-adopted Florida Building Code and ASCE 24, not a bespoke Fort Myers number.
