Summary

Residential Construction. New or substantial improvements, shall have the lowest floor, including the basement: (1) In an AO zone, elevated above the highest adjacent grade to a height one foot higher, as required by the California Building Code and ASCE 24, than the depth number specified in feet on the FIRM, or elevated at least two feet above the highest adjacent grade if no depth number is specified. (2) In an A zone, elevated to a height of one foot higher, as required by the California Building Code and ASCE 24, than the base flood elevation, and the base flood elevation shall be determined by one of the methods described in Section 18.26.040(C)(2).

050(A)(3)(a) sets the freeboard standard for residential construction in the county's mapped flood hazard areas. Violations & Fines

A building or structure in a flood hazard area without documented lowest-floor elevation, required design certifications, or other proof of compliance is presumed to be in violation under § 18.26.030(C)(1) until the paperwork is filed. Occupying a structure before the final FEMA Elevation Certificate is submitted under § 18.26.040(F)(2) can hold up the Certificate of Occupancy, and unpermitted or noncompliant flood-zone construction is a misdemeanor.
