Residential Construction. 050(A)(3)(a) sets the freeboard standard for residential construction in the county's mapped flood hazard areas. Violations & Fines
A building or structure in a flood hazard area without documented lowest-floor elevation, required design certifications, or other proof of compliance is presumed to be in violation under § 18.26.030(C)(1) until the paperwork is filed. Occupying a structure before the final FEMA Elevation Certificate is submitted under § 18.26.040(F)(2) can hold up the Certificate of Occupancy, and unpermitted or noncompliant flood-zone construction is a misdemeanor.
