Homes partly in the 500-year floodplain must elevate to that flood level. The County Engineer determines Class I (outside the floodplain) versus Class II (within it) permits, and no fill may raise structures inside the 1% floodplain. This applies in unincorporated Harris County only; Houston enforces its own floodplain ordinance.
