Full Breakdown

The County's Flood Damage Prevention Ordinance (San Diego County Code Div. 11) requires a development permit before any construction, grading, or utility work in an area of special flood hazard shown on the County's floodplain maps or FEMA's Flood Insurance Rate Maps. New residential structures outside an alluvial fan must have the lowest floor, including basement, mechanical equipment, and ductwork, elevated at least 1 foot above the base flood elevation, certified on a FEMA elevation certificate by a registered civil engineer or licensed land surveyor. The Director of Public Works serves as Floodplain Administrator and reviews every permit application.
