Sec. 13-24. - Compliance. No person shall locate, alter or change the use of any structure or land, shall do so without full compliance with the terms of this article and other applicable regulations. Any person in violation of this article shall be guilty of a misdemeanor. Each day upon which a violation continues shall be deemed a separate offense. No penalty imposed by and pursuant to this article shall interfere with the right of the city also to apply to the proper courts of the state for a mandamus, an injunction or other appropriate action against such person.
