Saline County, AR Environmental Rules: Flood Zones (2026)

00, Flood Damage Prevention, applies to every Special Flood Hazard Area identified in the county's Flood Insurance Study, dated June 19, 2012, and the accompanying Flood Insurance Rate Map, also effective June 19, 2012, as later revised by Letter of Map Revision Case #12-06-084P (effective April 22, 2013) and Case #13-06-1581P (effective March 17, 2014). The Quorum Court adopted the ordinance under authority delegated by Ark. and, in the same section, adopted by reference a standalone Flood Damage Prevention Code for Saline County, Arkansas, dated February 21, 2012, divided into Article 1 Definitions, Article 2 Administration, and Article 3 Provisions for Flood Hazard Reduction.

A copy is kept in the office of the GIS Administrator/Flood Plain Manager, who serves as the county's Floodplain Administrator, for public inspection and copying during normal office hours. The ordinance controls structural development, placement of manufactured structures, clearing, grading, mining, drilling, dredging, fill placement, excavation, watercourse alteration, drainage improvements, roadway or bridge construction, and individual water or sewer installations within the mapped hazard areas, and it treats the more stringent of this ordinance or any conflicting easement, covenant, or deed restriction as controlling. Compliance is required for any structure or land use built, located, substantially altered, or changed after the ordinance's effective date.

The rule traces to Ordinance No. 1978-021, passed October 16, 1978, and has been amended repeatedly, most recently to update the FIRM references through Ordinance No. 2012-007, passed February 21, 2012, Ordinance No. 2013-018, passed March 19, 2013, and Ordinance No. 2014-013, passed April 15, 2014.
