Sec. 20-63. - Development permit and certification requirements. Application for a development permit shall be made to the building inspector on forms furnished by him prior to any development activities. The development permit may include, but is not limited to, plans in duplicate drawn to scale showing the nature, location, dimensions and elevations of the area in question; existing or proposed structures; and the location of fill, materials storage areas and drainage facilities. Specifically, the following information is required:
(1)Where base flood elevation data is provided in accordance with section 20-64, the application for a development permit within zone A on the flood insurance rate map shall show:a.The elevation (in relation to mean sea level) of the lowest floor (including basement) of all new and substantially improved structures; andb.If the structure has been floodproofed in accordance with section 20-102, the elevation (in relation to mean sea level) to which the structure was floodproofed.(2)Where the base flood elevation data is not provided, the application for a development permit must show construction of the lowest floor at least two feet above the highest adjacent grade.
