CARB Title 13 Section 2485 prohibits commercial diesel trucks over 10,000 pounds from idling more than five minutes anywhere in California, with stricter limits within 100 feet of schools. Riverside is in the South Coast Air Quality Management District, which has some of the strictest particulate rules in the country and partners with Riverside Police on truck enforcement. The rule applies to deliveries, container drayage moving to and from the BNSF intermodal yard, and idling at warehouse loading docks throughout the city.
Citations start around 300 dollars per violation under state law and may escalate for repeat offenders. Fleet operators can face additional CARB penalties separate from local police citations.
