Chico Municipal Code § 15.50.040 bans non-storm water discharges to the city's storm drain system except discharges specifically permitted under § 15.50.050 (water line flushing, dechlorinated pool water, firefighting flows, and similar listed categories). The Director of Public Works-Engineering administers the chapter under authority granted in § 15.50.025, which lets the city detect and eliminate illicit discharges and connections, require containment and cleanup of spills, inspect private property, and require compliance with construction-site and post-construction storm water controls. Violations are a public nuisance subject to abatement, administrative fines, cost recovery, and civil action by the City Attorney under § 15.50.130.
