Linden, NJ Environmental Rules: Stormwater Management (2026)

Chapter 26-17, Stormwater Control, was amended in entirety by Ord. No. 65-17 (2021) and again by Ord. No. 68-41 (2024). C. 5:21), and to any major development the City of Linden itself undertakes. Design engineers must use green infrastructure best management practices, such as dry wells, small-scale bioretention systems, pervious pavement, and vegetative filter strips, to meet three separate standards. 25 inches of rain falling over two hours. For groundwater recharge, the engineer must demonstrate through hydrologic and hydraulic analysis that the site keeps 100% of its average annual pre-construction recharge volume, or that the increased two-year storm runoff volume is fully infiltrated, unless the project sits in the City's designated urban redevelopment area.

Recharge is barred outright from "high pollutant loading areas," including spots where solvents, petroleum products, or pesticides are loaded, unloaded, or stored, and from industrial stormwater exposed to raw materials, byproducts, fuels, or solvents, a carve-out with obvious relevance in a refinery city like Linden. Every approved stormwater measure must be described in a deed notice recorded with the County Clerk, identifying its location and referencing the required maintenance plan, before construction can begin.
