Travis County administers MS4 stormwater permit TXR040000 under TCEQ authority. Chapter 82 of County Code requires construction sites over 1 acre to file a Stormwater Pollution Prevention Plan and obtain Construction General Permit coverage. Edwards Aquifer sites require additional Water Quality Protection Plan under Chapter 64.
Post-construction stormwater controls must capture the first 1.5 inches of rainfall in recharge zone. Sedimentation/filtration ponds, vegetated swales, and rain gardens are accepted BMPs. TNR inspects during and after construction. Illicit discharge to county storm drains is prohibited including washwater, paint, concrete slurry, and oil.
TCEQ CGP violations: $500-25,000 per day. County Ch. 82 illicit discharge: up to $1,000 per day. Endangered species take (Barton Springs salamander): federal ESA penalties up to $50,000.
