Unincorporated LA County falls under the LA County MS4 NPDES permit. The LACFCD operates one of the largest flood protection systems in the world, including 14 dams and 80,000+ catch basins. Unincorporated LA County falls under the LA County Municipal Separate Storm Sewer System (MS4) NPDES Permit, one of the most comprehensive stormwater permits in the nation. The LA County Flood Control District (LACFCD) manages stormwater infrastructure. All new development and significant redevelopment must comply with Low Impact Development (LID) standards requiring on-site stormwater retention or treatment. Commercial and industrial facilities must implement a Stormwater Pollution Prevention Plan. Illicit discharge of anything other than stormwater into the storm drain system is prohibited under Title 12.
Illicit discharge to storm drains carries administrative fines of $1,000-$25,000 per day under Title 12. The Regional Water Quality Control Board can impose additional penalties up to $10,000 per day. Failure to implement required LID standards may result in withholding of building permits and certificates of occupancy. Report illegal dumping to the county hotline at (888) 846-0800.
