The City of Bellaire maintains strict general fence requirements as part of its commitment to high property standards. All fences must be constructed of durable materials and maintained in good structural condition. Fences that are leaning, have missing boards, or show significant deterioration must be repaired or replaced. Fences may not be constructed within utility or drainage easements without written approval from the applicable utility or the city. On corner lots, fences within the sight visibility triangle must be low enough to allow unobstructed views for motorists and pedestrians, typically no more than 30 inches within the designated triangle area. Fences must be set back from the public right-of-way and may not encroach onto city property or sidewalks. All fences must be installed with the finished side facing the street or neighboring property. Barbed wire, razor wire, and electrically charged fences are prohibited in residential zoning districts. Chain-link fencing may be restricted in front yards and must comply with height and openness requirements.
