Under Chapter 6, it is unlawful for any dog to run at large within Bellaire city limits. Dogs must be on a leash, within a fenced yard, or otherwise under the direct control of the owner or handler when outside the home. Bellaire does not have a dedicated off-leash dog park within its 3.5-square-mile city limits, though Bellaire's parks provide green spaces for leashed dog walking. Dogs that bite or attack may be declared dangerous under the city's dangerous dog provisions, which impose additional containment requirements. Harris County animal services may also assist with strays near the city boundaries.
