Under Chapter 14 of the Humble Code of Ordinances, it is unlawful to allow a dog to run at large within the city limits. Dogs must be on a leash or otherwise restrained when off the owner's property, including on streets, sidewalks, parks, and other public areas. A leash of reasonable length — typically 6 feet — is recommended. Dogs in unfenced yards must be confined by a fence, chain, or other adequate restraint. Animal control officers may impound dogs found running at large. Owners must pay impound fees and provide proof of current rabies vaccination before reclaiming their animal. Unclaimed dogs may be adopted or euthanized after the holding period. Dog owners are liable for any injuries, property damage, or nuisance caused by their unleashed animals. Harris County animal regulations supplement the city's leash law in surrounding areas.
Allowing a dog to run at large can result in a citation with fines up to $500. Impound fees apply if the dog is picked up by animal control.
