Beyond simple height, the City of Upland imposes placement and visibility requirements on fences and walls under Development Code Chapter 17.13 and related zoning chapters. Height is measured from the adjacent finished grade (Section 17.13.030(A)), and a fence atop a wall is measured from the base of the wall (Section 17.13.030(C)). The maximums in Table 17.13-1 apply by location: 3.5 feet in front and street-side setbacks, and 6 feet (residential) or 8 feet (industrial) in rear and interior side areas. Residential ornamental features may add 2 feet. A critical safety requirement is the vision (sight-distance) triangle at corners and driveways: under Section 17.10.060(C), a vision triangle is formed by measuring 25 feet along the front and side property lines from the point of intersection (15 feet along a private accessway by 25 feet along the public street, or a 10-foot triangle at alleys/driveways), and no structure, vehicle, object, or landscaping over 3 feet in height may be placed within it. This keeps corner-lot and driveway fences low for traffic visibility. Fences must also use approved materials and complement the primary structure (Section 17.13.060). These are city zoning requirements that go beyond the California Building Code, which only addresses structural permitting (fences over 7 ft). Fences that block a required vision triangle, exceed Table 17.13-1 height, or use prohibited materials are zoning violations subject to correction notices, fines, and removal orders.
