Upland's Weed Abatement Program is a year-round fire-hazard reduction requirement enforced by the City. Properties must remove weeds, dead vegetation, trash and debris, keep grass/weeds below 4 inches, and maintain 30 feet of defensible space around structures.
Because Upland borders the San Gabriel foothills, the City operates a dedicated Weed Abatement Program to reduce wildfire fuel — a City function, not a delegated County program. Compliance is required all year. Property owners must reduce and remove fuels such as vegetation, trash and debris within the first 30 feet of any structure, keep grass and weeds below 4 inches, and space shrubs at least three times the height of the tallest shrub. The program also requires removing dead vegetation, trimming trees, maintaining access paths, and keeping adjoining alleys clear (UMC Section 12.156.050 requires alleys to be free of debris, vegetation, or other accumulation overhanging the right of way). The active inspection season is January through July, with Code Enforcement covering the rest of the year. Owners are responsible regardless of whether they occupy or lease the property. This complements the City's Property Maintenance standards, which require landscaped areas to be kept free of weeds, debris and diseased or dead vegetation. The program is administered by the Weed Abatement Coordinator at (909) 931-4134.
A Notice of Violation is issued; administrative fees apply after a second inspection and again after a third inspection at 30 days. If the owner does not abate, the City may clear the parcel and assess the cost (potentially as a lien) against the property.
