Upland's zoning standards allow an RV, boat, or trailer in a required front or street-side setback for up to 72 hours if it is on a paved driveway, parked perpendicular to the street, and not over the sidewalk. Beyond 72 hours it must move to an enclosed garage or a screened side or rear yard.
Upland regulates RV, boat, and trailer parking through its zoning and property-maintenance standards rather than a single street-parking rule. A recreational vehicle may be parked within a required front or street-side setback for temporary periods not exceeding 72 hours only if it is on a driveway or paved surface, parked perpendicular to the street, and does not encroach over a sidewalk or other part of the public right-of-way. RVs parked or stored more than 72 hours on the same property must be located within an enclosed garage, interior side yard, or rear yard, and screened from public view by an effective combination of building walls, decorative screen walls, fences, or landscaping. Any area used for parking or storage must be paved or improved with materials such as concrete, asphalt, gravel, or brick. An RV may not be used for day use, occasional use, or human habitation outside a regularly established RV park. On the public street, an RV is also subject to Upland's citywide 72-hour limit and street-sweeping rules. Report violations to the Code Enforcement Division at (909) 931-4260.
RVs stored over 72 hours in a setback without the required screening or paved surface are a code-enforcement violation handled by the Code Enforcement Division (1499 W. 13th Street). On the street, an unmoved RV is also subject to the 72-hour rule and may be cited or towed. Habitation in an RV outside a licensed park is prohibited.
