Upland's own Municipal Code (Chapter 17.13) caps fences and walls at 3.5 ft in front and street-side setbacks and 6 ft elsewhere on residential lots (8 ft in industrial zones), measured from adjacent finished grade.
The City of Upland regulates fence and wall height under its Development Code, Chapter 17.13 (Fences and Walls), Section 17.13.040, and Table 17.13-1 (Maximum Height of Fences and Walls). Within the front yard and street-side setback areas, fences and walls may not exceed 3.5 feet in any zone. In rear or interior side setback areas, and elsewhere on the parcel, the maximum is 6 feet in residential zones and 8 feet in industrial zones. Per Section 17.13.030(A), height is measured from the adjacent finished grade at the base to the top edge of the fence or wall. Section 17.13.030(C) adds that where a fence sits atop a wall, the total height is measured from the base of the wall. In residential zones, an additional 2 feet is allowed for ornamental, non-screening features such as archways; decorative entry arches in front and street-side setbacks may reach 8 feet (Section 17.13.040(B)). These city limits are stricter and more location-specific than the California Building Code, which only requires a permit for fences over 7 feet. Upland's 3.5 ft front-yard cap is a local zoning rule, not state law. Confirm the exact figure for your zone with the Planning Division at (909) 931-4130.
Fences exceeding the height in Table 17.13-1 are zoning violations subject to code enforcement, correction notices, and possible removal or modification orders. Verify your zone and any sight-distance triangle before building.
