In a High shortage stage (Section 13.16.050) restrictions tighten — no outdoor irrigation from 6:00 a.m. until one hour before sundown, and golf-course fairway irrigation is prohibited unless using reclaimed water. The year-round (base) stage is governed by Section 13.16.030. These exceed and localize the State Water Board's general waste prohibitions.
Violations of Chapter 13.16 are enforced by the City's water utility through notices and penalties; continued waste (such as failing to fix a leak within the presumed 72-hour window or watering on the wrong day during a shortage stage) can lead to fines and escalating enforcement.
