Rialto's Fire Prevention Division runs weed abatement twice a year, inspecting vacant lots starting in April and October. Weeds or dry grass over four inches, noxious weeds, trash, or overgrown vegetation must be abated; unabated parcels are cleared by a city contractor and liened.
The municipal code requires all properties be kept free of weeds and debris, enforced citywide through the Fire Prevention Division's biannual program. Owners receive mailed notice before inspections. Standards posted by the city require abating brush or grass over four inches, removing noxious or dangerous weeds, clearing flammable vegetation at least 30 feet around any structure (up to 100 feet in some conditions), keeping parcels free of combustible debris, maintaining easements around the parcel, and trimming ladder fuels eight feet off the ground. If an owner fails to abate, a city contractor performs the work and the city places a lien on the property. RMC 18.72.010(C) separately declares dead, decayed, or hazardous weeds and fire-hazard vegetation public nuisances.
Unabated parcels are cleared by a city contractor with all costs liened against the property; hazardous weeds may also be prosecuted as misdemeanor nuisances under RMC 18.72.160.
