Upland allows short-term rentals citywide but requires an Administrative Use Permit (AUP) from the Planning Division before renting. The City of Upland Municipal Code requires an Administrative Use Permit (AUP) for every short-term lodging unit other than a hotel, under Chapter 17.23.1. STRs are permitted in Residential Single-Family (RS) and Residential Multi-Family (RM) zones, and in eligible single-family residences within Specific Plans; they are not allowed in commercial, industrial, or mixed-use zones. Per the City's revised 05/25 STR application, the AUP filing fee is $950.00, set by the Master Fee Schedule in Resolution No. 6825 effective July 1, 2025; applicants are also responsible for actual City costs. Approved permits are valid for two years, and renewal applications must be submitted at least 30 days before expiration. Filing requires a site plan, floor plan showing bedrooms, an off-street parking diagram, a copy of a valid business license (Title 5), and a valid Transient Occupancy Registration certificate (Chapter 3.12). The permit must be conspicuously displayed inside the unit, and all advertising must display the current permit number, a street-view photo of the front of the house, and the maximum guest count. This differs from unincorporated San Bernardino County, which administers its own separate STR program — Upland's rules apply only inside city limits.
Operating a short-term rental without an approved Administrative Use Permit, or advertising without the required permit number and photo, violates Chapter 17.23.1.
