Upland short-term rentals must comply with the City's noise standards in Chapter 9.40, with quiet times from 10:00 p.m. to 7:00 a.m. Guests may not create unreasonable noise, disorderly conduct, or disturbances. Pools and hot tubs must post hours and meet exterior noise standards. The host must contact the Police Department if guests fail to comply.
Noise at an Upland short-term rental is governed by Chapter 9.40 of the Upland Municipal Code, incorporated as an STR permit condition under Chapter 17.23.1. The City's STR application and webpage set quiet times from 10:00 p.m. to 7:00 a.m. Guests of the short-term rental shall not create unreasonable noise or disturbances, engage in disorderly conduct, or violate any City or State noise/disorderly-conduct provisions. The host is required to contact the Police Department in the event guests fail to comply with the Municipal Code. Pools and hot tubs must have hours of operation clearly posted adjacent to the facility and must comply with the exterior noise standards in Chapter 9.40. The STR may not be used for weddings, receptions, auctions, commercial functions, or similar events inconsistent with residential uses, and the discharge of fireworks is prohibited at any time. Conditions causing a public nuisance, as defined by the Municipal Code or State law, are prohibited during a short-term rental. Lighting must be directed or shielded so it does not shine on surrounding properties (Chapter 17.14). These standards are Upland's own and apply citywide, separate from unincorporated San Bernardino County noise rules.
Noise exceeding the Chapter 9.40 standards, activity during the 10:00 p.m.-7:00 a.m. quiet hours, fireworks, or hosting prohibited events (weddings, receptions, commercial functions) violates STR permit conditions. Repeated nuisance violations can lead to enforcement, citations, and permit revocation.
