Per the City's STR page, an Upland short-term rental must provide one additional off-street parking space for each bedroom used for the rental, on top of the dwelling's minimum parking requirement. Spaces must meet Chapter 17.11 standards. If a garage is counted, the host must keep it accessible to renters. Limousine and bus parking that blocks emergency access is prohibited.
Upland's STR program imposes parking obligations beyond standard residential parking. The City's Short Term Rental webpage states the property must provide one additional space for each bedroom of the house to be used for short-term rental, in addition to the minimum parking requirement for the dwelling. Parking spaces must comply with Chapter 17.11 of the Upland Municipal Code, be at least 9 feet wide by 19 feet long, and be located on the property in a legally built garage or carport or outside the required setback areas, accessible for vehicle parking. The application requires a diagram or photograph showing the number and location of designated, legal off-street parking spaces. If the garage area is included in the count of available on-site spaces, the host must provide renter access to that garage. House rules require guests to park only in the designated approved areas, and prohibit limousine or bus parking or stopping without the driver present in any manner that would interfere with emergency vehicle access. These parking standards are set by Upland and apply inside city limits, distinct from unincorporated San Bernardino County's STR parking rules.
Failing to provide the required off-street spaces, blocking garage access where the garage is counted, or allowing limousine/bus parking that obstructs emergency vehicle access violates STR permit conditions and Chapter 17.11. Parking-related nuisance complaints can trigger enforcement and permit review.
