Upland caps short-term rental occupancy at two times the number of bedrooms. The City's application states maximum occupancy, including the host and other residents plus guests, shall not exceed two times the number of bedrooms. The City webpage summarizes this as occupancy limited to 2 people per bedroom. A single unit is limited to one group booking at a time.
Under Upland's STR rules (Chapter 17.23.1), the dwelling unit's occupancy during a short-term rental โ including the host, other residents of the dwelling unit, and guests โ shall not exceed two times the number of bedrooms of the dwelling unit. The City's STR webpage states the same limit plainly as occupancy limited to 2 people per bedroom. Bedrooms must comply with the minimum requirements of the California Building Code to be counted as a bedroom, and the floor plan submitted with the application must show the layout including bedrooms. The maximum overnight guest count is recorded on the supplemental application and must appear in all advertising along with the permit number. A single dwelling unit is limited to one group booking transaction at a time, preventing the property from being split among multiple unrelated parties simultaneously. Maximum occupancy for the duration of the stay is fixed at the figure established in these regulations, and structures not built for habitable use (trailers, tents, tree houses, garages, RVs) cannot be used for STRs or to satisfy occupancy. These limits are set by Upland's own ordinance and apply within city limits, separate from any unincorporated San Bernardino County occupancy standard.
Exceeding two times the number of bedrooms, or accepting more than one group booking at a time, violates STR permit conditions under Chapter 17.23.1. Using non-habitable structures (garages, trailers, RVs, tents) to expand occupancy is prohibited. Violations can lead to enforcement and permit revocation.
