Summary
Unincorporated Yuba County allows privacy fences up to 8 feet in side and rear yards, set back 5 feet from the right-of-way inside the valley growth boundary.
No fence, hedge, or freestanding wall within or along the exterior boundary of the required side or rear yards shall exceed a height of eight feet unless required for noise attenuation as determined by a noise analysis... Within the valley growth boundary, fences, walls and hedges shall be set back a minimum of five feet from an adjacent right-of-way line. Outside the valley growth boundary, fences, walls, and hedges may be located at the property line so long as they are outside of any adjacent right-of-way or access easement and are not in conflict with a sight distance triangle of a road or driveway.

Full Breakdown
For a privacy fence in unincorporated Yuba County, interior side and rear yard fences can go up to 8 feet without a noise-attenuation or security waiver. Within the valley growth boundary, any fence, wall, or hedge must sit back at least 5 feet from the adjacent right-of-way line, with a landscaped strip next to it; where sidewalks are detached, the fence can't come closer than the back of the sidewalk. Outside the valley growth boundary, fencing can sit right on the property line as long as it stays clear of the right-of-way and any road sight-distance triangle. This governs the unincorporated area only, not Marysville or Wheatland.
Violations & Fines
A privacy fence placed within the required right-of-way setback, or built directly in the County right-of-way, can be ordered relocated and is subject to removal by the Public Works Department.
