Henrico's Chapter 24 Zoning Ordinance (Sec. 24-5404, Table 5404) limits fences in a single-family front yard or street-side yard within 10 feet of the right-of-way to 3 feet 6 inches. Side and rear yard fences may reach 7 feet, or 10 feet with an approved landscaping plan.
Because Henrico has no incorporated towns, the County's zoning ordinance governs fence height for every resident countywide. Under Table 5404, single-family, duplex, and manufactured-home dwellings may have front-yard fences up to 3'6"; a street-side yard fence 10+ feet from the right-of-way and interior side or rear yard fences may be 7 feet. The Planning Director may approve an alternative height up to 10 feet as part of a landscaping plan if the fence is compatible with the site and meets sight-distance and landscaping rules (Sec. 24-5404.B).
A zoning violation is a misdemeanor; on conviction a fine of not more than $1,000, with escalating $1,500 and $2,000 fines for each further 10-day period the fence remains noncompliant (Sec. 24-7602).
