The City of Whittier's own Zoning Code limits residential fences and walls, not Los Angeles County. Interior side and rear yard fences may reach about six feet, while front-yard fences must be non-view-obscuring and much lower, with permitted height scaling by lot width under the City's pre-approved palette.
Whittier is an incorporated city, so its Municipal Code, Title 18 (Zoning), Chapter 18.64 (Yards and Lots) governs fence and wall height, not the Los Angeles County code. In interior side and rear yards, fences and walls are generally allowed up to about six feet in height. Front yards are treated very differently: front-yard fences must be built of non-view-obscuring material, and the permitted height scales with lot width under the City's pre-approved residential fence palette. According to the City's Residential Walls & Fences program, non-view-obscuring front-yard fences are limited to roughly 36 inches on lots 60 feet wide or less, 42 inches on lots over 60 up to 100 feet wide, and 5 feet 6 inches on lots wider than 100 feet. Where columns support a front-yard fence, the columns may not exceed 42 inches. Corner lots carry added sight-visibility setbacks so fences do not block views at intersections and driveways. Taller front or street-side fences (for security or screening) may be approved up to eight feet with a minor conditional use permit, and up to twelve feet with a full conditional use permit, subject to setbacks. Because exact limits vary by zone and lot, confirm your figure with Whittier Community Development.
A fence or wall exceeding the height allowed for its yard area or location is a zoning violation enforced by Whittier Community Development / Code Enforcement, which can require the owner to lower or remove the non-conforming portion. Building without the required permit can also trigger after-the-fact permitting and stop-work action.
