Whittier prohibits all-night street parking. Whittier Municipal Code Section 10.16.140 (All-night parking prohibited) is the city's core overnight rule. Subsection A provides that, where proper signs are erected giving notice, 'no person shall stop, stand or park a vehicle on any street for a period of time longer than thirty minutes between the hours of two a.m. and six a.m. of any day.' Subsection B is broader and needs no sign: regardless of any posted notice, no person shall stop, stand, or park 'any vehicle with a gross weight of six thousand pounds or more on any street or alley in the city for a period of time longer than thirty minutes between the hours of two a.m. and six a.m. of any day.' Subsection C exempts authorized emergency vehicles, vehicles owned by a state or governmental agency or public utility actually making an emergency stop, and a licensed physician's vehicle while making professional calls. Separately, Section 10.08.100(A) lets a police officer remove any vehicle left standing on a street 72 or more consecutive hours, so even where overnight parking is allowed, a car cannot simply be stored on the street. Residents in a designated preferential parking district may be exempt from some restrictions with a valid permit under Chapter 10.18.
Parking on a signed street more than 30 minutes between 2 a.m. and 6 a.m. is a violation under 10.16.140(A); a vehicle of 6,000+ lbs is barred those hours citywide under 10.16.140(B) even without a sign. A vehicle left 72+ hours can be towed under 10.08.100(A). Penalty amounts are set by the city's bail/fine schedule, not the code text.
