Whittier, CA Animal Ordinances: Pet Groomer Rules (2026)

The Whittier Municipal Code separately defines 'animal grooming' from 'animal sales and grooming' in its zoning definitions chapter. 010 defines animal grooming as 'the commercial provision of bathing and trimming services for domestic and exotic animals' and states flatly that 'overnight boarding is not allowed,' distinguishing it from animal boarding/kennel uses that require their own approval. 020 allows it as an accessory or permitted use ('A/P') in the Innovation (INV) zone with the note 'overnight boarding prohibited' repeated directly in the table. 020 lists 'Animal Sales and Grooming' as permitted ('P') across all three, with the qualifier 'not including kennels,' meaning a grooming shop that also boards or kennels animals overnight falls outside what the table allows.

010 and subject to whatever approval that use carries in the applicable zone. Any use not listed in a zone's table, or not found similar to a listed use by the director of community development, is prohibited outright in that zone.
