Exceeding the allowed number of dogs or cats without an animal facility license, or failing to license each dog, can bring an animal control citation under the adopted LA County Code as amended by Whittier MC 6.04.050. Exceeding the zoning code's combined household limit is a separate code-enforcement matter for the city.
