The subsection expressly excludes owner-resident additions or remodeling from the restriction. WMC 8.32.080(I) reinforces that permitted construction during daytime hours is exempt from the noise-level provisions. The city manager may waive any or all of these provisions in cases of urgent necessity or in the interest of public health and safety, and the limits may also be waived or modified through a conditional use permit or other development entitlement. Note that Whittier's hours differ from many neighboring jurisdictions; the unincorporated Los Angeles County areas around Whittier are governed by the separate Los Angeles County Code, not by Whittier's ordinance.
Construction outside the permitted hours is a Chapter 8.32 violation, enforced by Whittier Code Enforcement and Police. Violations are a public nuisance the City may abate (WMC 8.32.150) and are punished as prescribed in WMC 1.08.010. The city manager can grant waivers for urgent work.
