Whittier, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 18.52.030 of the Whittier zoning code lists the uses that require a conditional use permit in each zone because they 'possess characteristics of such unique and special form as to render impractical their operation without specific approval.' Subsection I names 'Veterinary (small animal) hospital' among the uses conditionally permitted in the C-2 zone, alongside uses like tattoo parlors and auto body shops, meaning a vet hospital cannot open there as a matter of right; the operator must first secure a CUP through the process in Chapter 18.52, which requires findings that the use is compatible with surrounding uses and not detrimental to the neighborhood.

The zoning definitions chapter, Section 18.07.220, defines 'veterinary services' as a facility 'primarily enclosed, containing only enough cage arrangements as necessary to provide services for domestic and exotic animals requiring acute medical or surgical care with accessory outdoor use that provides long-term medical care.' In the Innovation (INV) zone, Table 18.33.020 lists veterinary services as accessory/CUP ('A/C'), and in the MU-1 zone it is also 'A/C,' tightening to a straight conditional use permit ('C') in the more intensive MU-2 and MU-3 zones, with the table noting 'specific regulations, including kennels as defined in the WMC' apply.

A veterinary hospital that includes overnight boarding or kennel space triggers the separate animal boarding/kennels definition and whatever approval that use carries in the same zone, on top of the CUP for the veterinary use itself.
