Section 10.32.030 confirms that material loading time is for commercial vehicles only and 'in no event for more than twenty minutes,' while passenger loading 'in no event for more than three minutes.' Section 10.32.040 and 10.32.050 prohibit using yellow or passenger loading zones for any purpose other than permitted loading, and Section 10.32.060 limits alley parking to loading and unloading. Bus zones are established separately under Section 10.32.070.
Parking in a yellow loading zone for any purpose other than loading, or beyond the 20-minute material / 3-minute passenger limits, violates Sections 10.32.030-10.32.050. Stopping in a white passenger loading zone longer than 3 minutes or for non-loading purposes is also barred. Using an alley for anything other than loading violates 10.32.060. Penalty amounts are set by the city's bail/fine schedule.
