Whittier, CA Parking Rules: Preferential Parking Districts (2026)

Under WMC 10.18.020, the city council may designate a preferential parking district covering a street no smaller than one block face, plus adjacent residences and businesses, either at its own discretion or after a petition signed by no less than two-thirds of the property owners and lessees comprising all developed frontage on the proposed street. The director of public works issues permits (10.18.030), with the number allotted to any residence or merchant set by the resolution establishing that district. Vehicles displaying a valid permit on the interior rear-view mirror are exempt from the district's posted restrictions but are not guaranteed a parking space (10.18.050).

Exempt at all times regardless of permit status are repair, maintenance, refuse, utility, fuel and delivery vehicles doing business in the district, vehicles delivering life-support or health commodities, and police and other public-safety vehicles (10.18.060). Applicants must be at least sixteen, hold a valid California driver's license, and prove residency or merchant status with a utility bill, lease or property title (10.18.070). Permits cannot be sold, transferred, or used by anyone but the permittee (10.18.080), and a permit revoked for misuse bars reapplication for twenty-four months (10.18.090(f)). Dissolving a district follows the same two-thirds petition procedure used to create one (10.18.110).
