Whittier's curb-color meanings come from two sections. Section 10.32.020 (Curb markings) sets: red means 'no stopping, standing or parking at any time' except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked as a bus zone; yellow means no stopping, standing, or parking between 7 a.m. and 6 p.m. (except Sundays and holidays) except to load or unload-3 minutes for passengers, 20 minutes for materials; and white means no stopping except to load/unload passengers or deposit mail in an adjacent mailbox, not exceeding 3 minutes. Green curb is addressed in Section 10.16.100(A): green markings mean no standing or parking longer than 20 minutes between 9 a.m. and 6 p.m. on any day except Sundays and holidays. Only the city traffic engineer is authorized to place official curb markings (Section 10.32.020 and Section 10.16.050), and Section 10.32.020(D) makes it unlawful for any person to stop, stand, or park adjacent to a legible curb marking in violation of these meanings. Red no-parking areas and red-painted curbs are also referenced in the prohibited-parking rules of Section 10.16.180. Painting a curb without city authorization is not a recognized self-help remedy.
Parking against a red curb (no stopping at any time), overstaying yellow (20-min commercial loading), white (3-min passenger/mail), or green (20-min, 9 a.m.-6 p.m.) curb limits violates Sections 10.32.020 and 10.16.100. Curb markings are official only when placed by the city traffic engineer. Fine amounts are set by the city's bail/penalty schedule, not the code text.
