010 requires 'every person' who paints, stencils or affixes a house or street address number on a curb, or causes it to be done, to first procure a permit and pay an annual permit fee in the amount established by resolution of the City Council. 020(A) requires the permittee to carry public liability and property damage insurance naming the City as insured, with minimum coverage of $25,000 per person and $50,000 per accident for bodily injury and $5,000 per accident for property damage. 020(C) sets the physical specification: numerals must be black, no smaller than two and one-half inches and no taller than four inches, painted on a white background in first-quality paint.

020(B) bars a permittee from telling a resident that curb-number painting is required by any law, rule or regulation, since it is a voluntary service. 020(E) shields the City from liability for a permittee's work, including damage caused when a City contractor paints over or removes a number while installing traffic signs or repairing curbs. 030 exempts a person who paints, stencils or affixes numbers on the curb abutting their own property from needing this permit at all.
