LDC Section 5.03.02 F.5.b bans barbed wire, razor wire, spire tips, sharp objects, and electronically charged fences, except that the County Manager or designee may permit barbed wire on a fence where a security hazard exists, such as a utility substation or sewage treatment plant. Section 5.03.02 G.3 limits barbed wire to agricultural, commercial, and industrial districts plus fences around public utility ancillary systems in all districts. Razor or concertina wire is not permitted except at incarceration facilities like a jail or penitentiary, or by application to and decision by the County Manager. These restrictions keep residential neighborhoods free of hazardous fence materials.
Prohibited materials must be removed. Code Enforcement can cite the property and impose corrective deadlines and daily fines up to $250 (repeat $500) under FS 162.09.
