Porterville, CA Fence Regulations: Material Restrictions (2026)

Municipal Code Section 300.03.B.1 flatly bans barbed wire, razor wire, so-called ultra barrier fencing and electrified fencing anywhere in the city. The only carve-out is for the AC district, where the Zoning Administrator can approve one of these hazardous materials if it's needed for livestock containment or a ranch operation; nowhere else, including ordinary residential lots, gets that exception.

Chain-link fencing gets a narrower, geography-based restriction rather than a citywide ban. Section 300.03.B.2 keeps chain-link out of front yards and street-facing side yards altogether, limiting it to rear yards and interior side yards, and even there only where the fence doesn't abut a public or quasi-public land use. The code carves out its own exception to that rule: sites zoned Residential, IA (Industrial Agricultural) or IG (Industrial General) aren't subject to the chain-link limitation at all, so a chain-link front fence is allowed on those parcels.

Both material rules sit under the umbrella of Section 300.03.B's design standard, which requires any fence visible from a street to read as part of the building's architecture, drawing on the materials, colors and detailing of the main structure it surrounds.
