The Zoning Resolution flatly bans barbed, electrically charged, concertina, and razor wire in the Suburban Residential and Estate Residential districts that cover most of unincorporated Douglas County, including Highlands Ranch. These prohibitions protect neighborhoods from hazardous and industrial-style fencing. Agricultural (A-1) land is treated differently, where security fencing with barbed or electric wire may be permitted at height (for example around certain enclosures 6 feet 6 inches or higher). Incorporated towns bar similar materials on residential lots; Castle Rock does not allow barbed or above-ground electrified fences on residential property.
Installing prohibited wire fencing in a residential district is a zoning violation; the county may order its removal.
