Kent requires a building permit for fences over 7 feet tall or for any fence on critical area or shoreline parcels. Fences under 7 feet generally do not require a permit but must meet KCC 15.08 height limits.
The City of Kent Planning Division states that fences up to 7 feet high do not require a building permit under the state building code exemption (WAC 51-50, referencing IBC Section 105.2). However, Kent zoning still limits residential height to 4 feet in front yards and 6 feet elsewhere, so a fence can be permit-exempt but still a zoning violation. A building permit is required for fences over 7 feet, for any fence in a shoreline jurisdiction along the Green River or Lake Meridian, and for any fence that modifies critical area buffers (wetlands, steep slopes, or streams). Commercial, industrial, or perimeter-security fences over 7 feet need engineered plans. Applicants should contact the Kent Current Planning Division at (253) 856-5454 to confirm zone-specific limits, setbacks, and sight-triangle rules before installation. Fences within 10 feet of a street or driveway should also be checked with a Kent traffic engineer for visibility.
Building without a required permit is a code violation with stop-work and retroactive permit fees. Fences in critical areas without review can trigger mitigation orders.
