Solano County does not require a building permit for fences 6 feet or less in height. Fences over 6 feet require a building permit issued by the Solano County Building and Safety Division. Retaining walls over 4 feet (footing to top) likewise require a permit.
Per the Solano County Building and Safety Division FAQ, fences not over 6 feet high are exempt from building permits in unincorporated Solano County, and retaining walls not over 4 feet in height (measured from the bottom of the footing to the top of the wall) are also permit-exempt. A fence over 6 feet, an electrified fence, or any fence on a non-residential lot used for security or screening typically requires a building permit and is reviewed for structural design, wind loads, and zoning compliance. Permit applications are processed by the Resource Management Department's Building and Safety Division at 675 Texas Street, Fairfield. Fence permits do not exempt the owner from California Civil Code Β§841 obligations to share boundary-fence costs with adjoining owners; the County does not enforce private boundary disputes.
Erecting a fence over 6 feet, an electrified fence, or a retaining wall over 4 feet without the required building permit is a violation enforced through Building Safety with stop-work orders and administrative citations.
