California Health and Safety Code section 115920 requires all residential swimming pools to have at least two of seven approved safety features. Pool barriers must be at least 60 inches high with no openings allowing passage of a 4-inch sphere. Gates must be self-closing and self-latching with the latch at least 54 inches from the ground on the pool side. The approved safety features include: (1) pool enclosure, (2) removable mesh fencing, (3) approved safety cover, (4) exit alarms on doors, (5) self-closing/self-latching devices, (6) water alarm, (7) other equivalent protection. Pool barriers must be in place before the pool is filled with water. The Oceanside Building Division inspects barriers during the pool permit process.
