Vista enforces California Building Code pool barrier requirements. All residential swimming pools and spas must have a fence or barrier at least 5 feet tall with self-closing, self-latching gates and no climbable features.
Vista follows California Building Code Section 3109 and Health and Safety Code Section 115920 for residential pool barriers. All outdoor swimming pools, spas, and hot tubs containing water 18 inches or more in depth must be enclosed by a barrier at least 60 inches (5 feet) in height. Gates must be self-closing and self-latching, with latches located at least 54 inches above grade on the pool side. The barrier must not have openings that allow a 4-inch sphere to pass through. Chain-link fences used as pool barriers must have no more than 1.75-inch mesh openings. Horizontal rails or decorative elements that create a ladder effect are prohibited. The barrier must completely separate the pool from the residence unless the house wall serves as part of the barrier, in which case door alarms or an approved safety cover is required. Pool barrier compliance is verified during building inspection. Vista Building Division at (760) 639-6100 inspects pool barriers as part of the pool permit process.
Pool barrier deficiencies must be corrected immediately upon notice. Failure to maintain compliant barriers may result in stop-work orders on pool construction, fines, and potential liability in the event of a drowning incident.
