Utah adopts IRC Appendix G requiring pool barriers at least 48 inches tall with self-closing, self-latching gates for all residential pools, spas, and hot tubs. Non-compliance triggers immediate correction orders in Provo and Orem.
Under Utah Code §15A-3-202 and IRC Appendix G (as adopted by Utah), all residential swimming pools over 24 inches deep must be surrounded by a barrier at least 48 inches measured from the exterior side. Provo Code §15.04 and Orem Code §16-3 enforce these at plan review and final inspection. Gates must swing outward, be self-closing, self-latching, with the latch at least 54 inches above ground (or on the pool side with a shielded release). Fence openings cannot allow passage of a 4-inch sphere; chain-link mesh over 1.75 inches is not permitted unless slatted. A dwelling wall may serve as part of the barrier if doors opening to the pool have alarms (85+ dB at 10 feet) or self-closing, self-latching mechanisms. Above-ground pools with walls 48 inches high and removable/lockable ladders satisfy barrier rules. Utah County inspectors verify compliance before final occupancy. Utah's pool-drowning prevention requirements are strictly enforced given historic Wasatch Front incidents.
Immediate correction order. Provo fines $100-$500 per day until barrier complies (Provo Code §15.04). Pool use prohibited until reinspected. Civil liability for any drowning — Utah's attractive nuisance doctrine (§78B-2-201) heavily favors injured minors where barriers fail.
